I converted and put the vosaic paper as vosaic.html in the directory:
/Nodes/ChoicesDist/Papers/New/vosaic
with a symbolic link from this directory.
You can read it from the HyperNews video.research.html
discussion forum.
You should be able to update it if necessary with latex2html 
run from this directory.  Make sure you use /usr/local/bin/latex2html.
